The Publish What You Pay (PCQVP) Coalition has made gender equality in the extractive sector its focus. To this end, it has produced and is implementing a number of provisions. National member coalitions also have good experience in promoting gender in the sector. At the June 2022 Global Assembly, PCQVP adopted its PCQVP Global Gender Policy.
Through this policy, PCQVP envisions a world in which all citizens, regardless of gender, benefit from their natural resources, now and in the future. PCQVP believes that gender justice is crucial to achieving this vision. Building on international gender instruments/standards, including the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and its follow-up documents, as well as the Sustainable Development Goals (SDGs), the objectives of PCQVP’s Global Gender Policy are to provide a clear vision, a coherent message and a coordinated approach to promoting gender justice at all levels of governance; Promote institutional and membership knowledge on gender justice and its relevance to the extractive sector; Set standards for becoming an organisation that embraces and applies feminist values, principles and practices to which we are accountable; Redefine and shape a culture that embodies PCQVP’s commitment to gender justice; Communicate our position on intersectional feminism and gender justice to our stakeholders in the extractive sector.
The policy was translated into an action plan. A plan that sets out indicators to measure progress against each priority area of policy implementation, and proposes activities that coalitions, the International Secretariat and global governing bodies could organise, as appropriate. They should refer to this tool when planning annual and project-specific activities/work.
Gender-related efforts include the activities of PCQVP coalitions in Senegal, Guinea and Burkina Faso in advocating for gender balance in EITI multi-stakeholder groups, as well as influencing the drafting of the ECOWAS Charter on Gender Mainstreaming, or the call by over 100 PCQVP members and partners to reflect the Feminist Agenda for Natural Resource Governance in the UN Women’s Generation Equality Forum’s Coalition for Action on Economic Justice.
Finally, PCQVP does not miss the opportunity to advocate to the EITI Board to support gender equality during discussions on updates to the EITI Standard.
The commemoration of International Women’s Day is a good occasion to recall its efforts to put words into action to combat the disproportionate negative impact of the extractive industries on women, to fight against women’s lack of access to information and decision-making spaces. It provides an opportunity to continue the debate on loss of livelihoods due to environmental damage, gender-based violence in mining communities, reproductive health issues, or discrimination and abuse in the workplace.
Gender justice is at the heart of PCQVP’s vision of a world where all people benefit from their natural resources.
