On 14 December 2022, the Regional Council of the East organised the provisional reception of a building of type R+1 extensible in R+2. This building, composed of 8 classrooms, was built for the Lycée Diaba Lompo (LDL) in Fada N’Gourma. It was built with resources from the Local Development Mining Fund (FMDL). “This infrastructure reinforces the capacity of this old temple of knowledge which celebrated its 60th anniversary on 29 October 2022,” says the Facebook page of the regional council of the East.
The FMDL was created by the 2015 Mining Code. It is financed by 1% of the turnover of operating companies on the one hand and 20% of the proportional royalties collected by the state on the other.

The fund has been operational since 2019. The mining companies concerned and the state pay their contributions and a national committee is responsible for distributing the sums collected to the beneficiaries every six months. To date, 144 billion FCFA francs have been collected and distributed to all local authorities according to a distribution key. To date, 7 distributions have taken place. The Regional Council of the East has received a total of 2,267,268,156 FCFA for these 7 distributions. This is not the first time the Regional Council has made use of the FMDL. It also built a 510-seat amphitheatre at the University of Fada N’Gourma and a technical high school in Sector 1 of the same town.

The resources of the Mining Fund are used for two levels of expenditure: projects of a social nature (drinking water, health, education, etc.) and projects of a productive nature that have multiplier effects and are able to drive the local economy.
