Fire at the Sankaryaaré market: SYNATCOMB press conference on the situation of the Sankaryaaré market
The National Union of Traders of Burkina (SYNATCOMB) held a press conference on Monday, 30 January 2023 at the Sankaryaaré market which suffered a fire yesterday, 29 January 2023.
For Donatien Nagalo, Secretary General of this union: “Despite the joint efforts of governments and the various actors of trade, it is clear that efforts are still needed. While waiting to return to the content of this press conference, the Burkina Information Agency (AIB), which quoted a witness, this fire was caused by the “proliferation of the sale of explosives used in gold panning”.
However, the manufacture, export, transport and storage of explosives for civilian use is subject to authorisation.
Export requires the keeping of a deposit as provided for in the articles of Law 51-2017/AN establishing the regime of explosive substances for civil use in Burkina Faso.
Some extracts from the law:
- Article 6: Authorisation to manufacture explosive substances for civilian use is granted by decree issued by the Council of Ministers on the report of the Minister in charge of mines.
- • Article 8: Authorisation to establish and/or operate a depot shall be granted by order of the Minister in charge of mines after consultation with the Ministers in charge of the environment, defence, security and trade.
- • Article 9: Authorisation for the import of explosive substances for civilian use is granted by the Ministry in charge of trade after receiving the opinion of the Ministry in charge of mines. Authorisation for the transfer or transit of explosive substances for civil use is granted by the mining administration.
- • Article 10: The purchase or sale of explosive substances for civil use is subject to a special authorisation issued by the Mining Administration. It does not exclude the fulfilment by the applicant of other formalities in this regard.
- • Article 11: Authorisation for purchase or sale is granted only to the manufacturer or the operator of an approved explosives depot.
