Guide to using the Local Development Mining Fund: civil society takes part in drawing it up

From 23 to 28 May 2023, the Permanent Secretariat of the National Mining Commission (Secrétariat Permanent de la Commission Nationale des Mines, SP-CNM) and the Local Development Mining Fund (LDMF) are organising a workshop in Koudougou to draw up a guide to the use of the LDMF. According to the press release issued by the Association of Women in the Mining Sector of Burkina Faso (AFEMIB), “the overall objective is to examine, enrich and finalise the draft guide initiated in October 2022″. A guide that will enable proper use of the LDMF”. There will be 27 participants, including 3 women, from the Ministries of Mines, Finance and Territorial Administration, the EITI and civil society, including AFEMIB, who will discuss the draft guide, under the guidance of the SP-CNM and the LDMF.

As a reminder, the LDMF was established by Law 036 on the 2015 Mining Code. The purpose of the fund is to promote the socio-economic development of communities on the basis of revenues generated by mines. The LDMF has been operational since 2017, but according to reports from the field, some beneficiaries are finding it difficult to manage its use. This guide, which details the content of Decree 2017-0024/PRES/PM/MEMC/MINEFID/MATTDSI of 23 January 2017, will enable beneficiary communities to take a concerted approach to eligible investment areas.

The development of the guide is one of the recommendations made by audit bodies such as the Court of Auditors, which suggested that it be put in place to determine its use. It will therefore provide broad guidelines on the socio-economic projects of the communes, which should meet the current socio-economic needs of the communities as well as those of the post-mining era.

The areas proposed for financing by the LDMF range from the development of basic infrastructure, the development of basic social services and the improvement of the living environment, to the development of the local economy and the development of human capital.

A list of sectors relating to each area will be proposed. Once the guide has been adopted, a decree will be issued to give it legal force. Penalties are provided for in the guide in the event of non-compliance.
