Dédougou: The Citizens’ Dialogue and Watch Committee monitors public action

On Friday 7 July 2013, the Citizens’ Dialogue and Watch Committee (Comité de dialogue et de veille citoyenne – CDVC) of Dédougou organised its accountability day, during which the actions carried out between May 2022 and May 2023 were presented to the participants.

The Citizens’ Dialogue and Watch Committee (CDVC) of Dédougou intends to continue its work of monitoring public action with a view to strengthening good governance, accountability and the inclusive participation of the population in the management of public affairs. The CDVC is supported in its activities by OXFAM in Burkina. This is part of the implementation of the project “For a programme to strengthen citizen participation and accountability in the management of public finances”. And to set a good example in terms of accountability, the committee itself organised its day on Friday 7 July 2023 in Dédougou. In front of representatives of associations, trade unions, public and private structures and the authorities, the members of the CDVC took stock of the activities carried out between May 2022 and May 2023. It was an opportunity to gather the criticisms and suggestions of participants with a view to consolidating citizen watch actions.

Lamoussa Kadinza, Chairman of the CDVC, says that over the past twelve months, his organisation has been satisfied with the activities it has carried out. As an example, he cites the organisation of a forum theatre and a tax exemplarity day, during which the best taxpayers were awarded prizes. “It was an opportunity for us to draw the attention of economic players to the need to pay their taxes and all other tax obligations”, he said. He also added that a number of consultations had been held with local authorities and decentralised technical services. According to Mr Kadinza, the CDVC publishes messages of concern on its Facebook page, “Dédougou Kibaruya”. He believes that accountability must be cultivated within all structures. “Giving an account of one’s management is an obligation for anyone involved in public affairs”, said Mr Kadinza.

A project entitled “For a programme to strengthen citizen participation and accountability in the management of public finances” is being financed by the HEWLETT Foundation for a period of 30 months and will be implemented in three communes (Dédougou, Soaw and Houndé). In collaboration with its partners, which include the Centre for Applied Study and Research in Public Finance (Centre d’Etudes et de Recherche Appliquée en Finances Publiques – CERA/PF) and the Organisation for Capacity Building in Development (Organisation pour le Renforcement des Capacités de Développement – ORCADE), OXFAM’s aim with this project is to contribute to the participation of women, young people and CSOs in public management, including mining revenues. Yacouba Zongo, project manager at CERA/PF, who explained that his organisation’s role is to support the CDVCs, expressed his satisfaction with the work done by the Dédougou committee.
