Davy Nanema appointed Managing Director of the Environmental Intervention Fund

The Environmental Intervention Fund (Fonds d’intervention pour l’environnement – FIE) has a new Managing Director in the person of Delwendé Davy Nanema. Appointed by the Council of Ministers on 11 October 2023 by the Minister for the Environment, Water and Sanitation, the new Managing Director is a financial services administrator who has held a number of positions in the civil service. The FIE is a new financial tool designed to meet the country’s environmental challenges.

The FIE is also intended to be a federating tool, bringing together existing or planned funds in the environment sector, in order to rationalise management, reduce costs and ultimately have a coordinated vision of funding for the sector. It is in this capacity that it houses the Mining Site Closure and Rehabilitation Fund. This fund is paid into by operating mining companies to cover the costs of rehabilitating mining sites after they have been mined.

Decree no. 2017-0068/PRES/PM/MEMC/MEEVCC/MINEFID/MATDS 15 February 2017, on the organisation, operation and procedures for collecting resources from the Mine Rehabilitation and Closure Fund, sets out the conditions for funding the account as well as the conditions of use.

Almost 60 billion FCFA have already been paid into the fund, but to date not a single mining site has been rehabilitated because the technical committee set up to examine site rehabilitation plans is not operational.
