Burkina Faso’s driving forces are calling for a review of the Mining Code adopted in 2015.
This is what emerges from the general report of the discussion days with the regions’ driving forces on the political, institutional and administrative reforms of the transition. The report was presented to Prime Minister Apollinaire Kyélem de Tambela on 9 October 2023 by the President of the Transitional Legislative Assembly, Ousmane Bougouma.
The forces vives justified their decision on the grounds that the mining sector had little impact on budget revenues and the national economy; that local economic players had little involvement in the supply of mining goods and services; that national wealth was poorly distributed; and that mining funds were not being used optimally or wisely. In view of these observations, they recommend a review of the framework and management of industrial and artisanal mining operations.
They called on the government to secure artisanal mining operations; revise the distribution key of the mining fund to increase the share of non-mining municipalities; introduce taxes on gold panning for the benefit of local authorities; re-read the texts governing mining; reframe the granting of mining permits by giving priority to nationals; take into account a national workforce in mining companies and enterprises; exploit the preferences resulting from mining agreements.
As a reminder, the report was drawn up after days of discussions with the driving forces in the regions on the reforms envisaged by the Transition Government and contained in the Action Plan for Stabilisation and Development 2023-2025. Some 4,300 people took part in the discussions, including 3,000 in the provinces and 1,300 in the regions. The overall aim was to create a framework for exchanges between MPs and representatives of the driving forces in each region on these reforms. This report was examined and adopted at the plenary session of the Transitional Legislative Assembly on 22 September 2023. It is structured in 5 parts.
