The 28th United Nations Climate Change Conference (COP 28) will take place from 30 November to 12 December 2023 in Dubai, United Arab Emirates. It will bring together the signatory countries of the United Nations Framework Convention on Climate Change, as well as climate stakeholders, and will provide an opportunity to reiterate Publish What You Pay’s (PWYP) position on the energy transition.
- PWYP believes that a controlled decline in fossil fuel production is necessary to overcome the climate crisis and create long-term prosperity. This means a rapid phase-out of fossil fuel production around the world, with faster action and funding for the global energy transition from the players that have historically produced the most emissions.
- PWYP calls for a transition to a low-carbon economy that is economically equitable, socially just and meets the needs of every community, worker and country that currently depends on the fossil fuel industry. PWYP supports policies and tax regimes that promote economic diversification, access to clean energy, technology transfer and decent jobs in a carbon-free economy.
- PWYP advocates the disclosure of information to enable investors, policy-makers and citizens to understand and respond to the significant financial risks of the energy transition for companies and countries dependent on the extraction, production and use of coal, oil and natural gas.1
- PWYP calls for transformational governance of transition minerals2 to ensure that citizens truly benefit from these resources and that existing global inequality is not perpetuated. Citizen participation, community consent and strong governance safeguards must be put in place to prevent corruption and mismanagement of the growing revenues to be generated by the sector. The rights of communities and the environment must be respected and protected when minerals are extracted.
