Local content: A new order on the list of goods and services for mines will soon be available

On Friday 15 December 2023, a workshop was held in Ouagadougou to adopt the preliminary draft of the revised decree on the list of goods and services supplied to mining companies. The workshop, which brought together members of the tripartite framework on local supply, was chaired by Yves Zongo, President of the Alliance of Burkinabè Suppliers of Mining Goods and Services (l’Alliance des fournisseurs burkinabè de biens et services miniers – ABSM), according to a press release issued by the Communication and Press Relations Department of the Ministry of Mines.

“At the end of the meeting, the tripartite committee adopted the preliminary draft decree by acclamation.

With a view to better implementation of the national strategy for local content in the mining sector, the tripartite framework, at its meeting on 15 December 2022, unanimously approved the revision of the decree”, according to the press release.

To achieve this, a select Committee was set up. Its aim was to consider the issue with a view to proposing a revised draft order for the list of goods and services for mines.

The committee assessed the implementation of quotas for 2022 and 2023, and made proposals to reword certain items to make them easier to understand. It also formulated proposals for new headings and revised certain quotas.

The review of the preliminary draft of this decree is part of the government’s policy to create a ripple effect from the mining sector to the rest of the economy. In addition, the review will go a long way towards resolving the difficulties faced by stakeholders in implementing the new regulations.

According to Zéphirin Zongo, Technical Secretary for Local Content and Investment Promotion (TS,LCIP), now that all the stages have been completed, this workshop is the final phase in the process of submitting the draft revised decree to all the stakeholders for approval. He also praised the commitment of the various players.

He also invited them to continue this dynamic with a view to improving and increasing local supply for the benefit of national economic players.

The preliminary draft of the revised list of goods and services for mines was approved by acclamation by the Tripartite Committee.
