Democratic Republic of Congo: 02 months’ unpaid salaries for EITI Technical Secretariat staff

ASADHO explains this situation by the failure of the Ministry of Finance to release the funds earmarked for the EITI in November and December 2023.

For this reason, the Association noted the government’s lack of interest in implementing the EITI. It points out that since 2012, the EITI-DRC Executive Committee and Technical Secretariat have received 60 million FCFA for the operation and implementation of activities under its action plan. Despite this small amount, the EITI DRC obtained a high overall score in the implementation of the EITI 2019 standard, i.e. 85.5%, when it was validated by the EITI International Board. The non-payment of Technical Secretariat staff salaries has led to a halt in EITI implementation activities. It notes the need to consider other mechanisms for financing the EITI. To this end, ASADHO recommends that the Prime Minister initiate a law to allocate 50% of mining royalties destined for central government to the financing of the EITI, and that the Minister of Finance be instructed to do so. ASADHO recommends that the Minister of Finance include EITI expenditure among the priorities of the Government of the Democratic Republic of Congo.

This percentage, allocated to the EITI, could be paid directly by the companies into the account of the EITI Executive Committee, according to the organisation’s suggestion.
